Try cutting out a pile of small hand shapes and making a reward chart. It could be how many hands up will we get today? Or individuals etc. You may get heaps of irrelevant hands at first but i'm sure like all other reward charts it will work after a while.

I have my students cover there mouth and raise their other hand...so no one else hears their answer
and wait to be called on

You will have to be consistent

Remind them of the rule that their hand must be raised before you will call on them to speak, then ignore those who speak out and don't raise their hand. It may take awhile for some, but they WILL notice that only those who raise their hand get a chance to speak and be acknowledged for their answer.
