Pencil Dilemma

I teach a 1st/2nd grade split. I have 24 students in my class and they have individual desks.
My students are horrible with pencils. I pass out newly sharpened pencils at the beginning of the day and pick them up at the end of the day. I also have extras readily sharpened in case someone's breaks.
The problem is the students are constantly breaking their pencils or losing them. I am wasting so much time replacing pencils.
Eventually I told students that they would have to use a crayon if their pencils continued to break, however this caused more behavior issues.
Does anyone have any ideas to help remedy this problem? Thank you!
